WestEd?s Assessment and Standards Development Services (ASDS) program is involved extensively at the state and national levels in planning, developing, implementing, and evaluating standards and assessment tools, methods, and systems. The Smarter Balanced Assessment Consortium is one of two multistate consortia awarded funding from the U.S. Department of Education to develop an assessment system based on the new Common Core State Standards (CCSS). With strong support from 27 member states, institutions of higher education and industry, Smarter Balanced is developing an assessment system that measures the CCSS and supports the goal that that all students leave high school ready for college and career. The Consortium is committed to ensuring that all students, regardless of disability, language, or subgroup status, have the opportunity to learn this valued content and show what they know and can do and will provide summative and interim assessments along with formative tools and processes. The assessment will leverage advanced computer technologies including Computer Adaptive Testing (CAT), AI scoring, innovative item types, multi-lingual reporting, and digital library of professional development tools. Smarter Balanced conducts its work through the collaborative efforts its 27 member states and the involvement of over 150 dedicated members from the respective state education agencies and higher education communities. The state-led Consortium actively engages all member states in the decision-making process and strives for consensus-based outcomes. Collaboration, inclusion, and transparency are fundamental to its operations. WestEd?s role in the Consortium is as the Project Management Partner with particular focus on project management, issue and risk management, program governance, financial reporting, internal communications, and collaboration technologies. Position Description This technology project manager will work as part of WestEd?s Project Management Partner team within the Assessment and Standards Development Services (ASDS) division. The team is currently staffed with experts in both large-scale assessment development and project management. The technology project manager will have specific responsibilities to support and monitor the procurement, development and implementation of the assessment?s technology components, consisting of multiple tightly, integrated applications, databases, portals, and reporting systems. The individual must possess exceptional skills in the areas of technology implementation and agile development. Experience with open-source technologies is preferred. In addition, the individual should possess exceptional communication and facilitation skills, as well as a demonstrated ability to work effectively with large groups operating on the consensus model of governance. It is not expected that this individual would have content expertise in K-12 assessment development, but instead, he/she would contribute substantively to the understanding of application development, technical architectures, network management, and how technology can be best leveraged. The position will report to WestEd Sr. Project Director of the project management partner team. In addition, the individual will have oversight for the existing project management application and tools currently be used by the program. These currently include Google Docs, Microsoft 365, and Smartsheet. Responsibilities ? - Monitor the work of the contractors against project work plans. Identify, escalate and manage resolution of program level issues, and develop regular reports aggregating status across all technology projects.
- Monitor and adjust the technology development activities within the master work plan and all related cross-project dependencies.
- Facilitate and lead senior level planning meetings and technology workgroups, contributing a technology/systems architecture perspective.
- Support the efforts, and at times develop RFPs, to procure contractors.
- Interface on a regular basis with all levels of the program, including WestEd staff, member state staff, Consortium executive staff, contractors, and partners, all the time building effective relationships, surfacing and tracking issues.
- Develop program level communications and present to senior executives and the leadership committees.
- Define and oversee technology solutions to support the program?s project management activities and collaboration needs.

Qualifications Technology: - At least 8-10 years of experience with the design and delivery of complex technology projects for large size companies or government agencies.
- Successful experience working as a senior-level technology manager on at least two large complex technology projects with durations of at least 2 years.
- Familiarity with multi-tiered architectures, including software, network and communications, database, information security, and hardware platforms.
- Demonstrated knowledge in the application of the Software/Systems Development Life-Cycle, specifically including agile development methodologies.
- Understanding and experience with the specific complexities of open source development, ideally including developing software based on open standards.
Project Management: - Demonstrated knowledge of project and program methodology and technology (project planning; issue and risk identification, assessment and mitigation; scope, timeline, and budget tracking).
- Demonstrated vendor management skills with the ability to drive accountabilities and work with contractors to ensure project(s) stay on track.
- Capable of setting appropriate boundaries and escalating any potential implications for scope, timeline, quality, or budgets.
- Seasoned professional with the experience, creativity, and ingenuity to customize approaches depending upon the needs of the client and the nature of the project.
Leadership and Communication: - Experience influencing as a method of leadership, in a matrixed team structure, in different locations, keeping everyone involved and informed.
- Ability to work one-on-one with key influencers or decision makers to effectively surface key issues and facilitate their resolution.
- Proven coaching and facilitation capabilities, preferably in a governmental setting with diverse stakeholder interests.
- Strong written and verbal communication skills.
- Ability to prepare and make effective presentations to senior leadership and other program governing bodies.
- Ability to lead with diplomacy, work collaboratively, and behave with integrity.
- Ability to develop staff and build teams in a high-pressure project environment.
- BS in engineering, computer science or equivalent, or commensurate experience.
- PMP or PgMP certification (or equivalent) highly desirable.
- Must be authorized to work in USA (visa sponsorship not available).
